HIGH COLLISION AREAS

In order to effectively reduce the number of collisions, we must examine where the majority of collisions are occurring and must conduct targeted enforcement in these areas.

With the assistance of the Collision Reporting Centre data, the officer-in-charge of community patrol will be responsible to identify and communicate these areas to our front line officers and the media relations officer. The following locations have been identified as the top 5 areas where collisions are occurring:

The following areas will be listed on the traffic portion of the Cornwall Community Police Service’s website.

1 – Ninth Street

Every major intersection on Ninth Street appears in the top 20 collision areas within the City of Cornwall during the past four years. There is an average of 95 collisions occurring on Ninth Street at the major intersections each year.

Ninth Street has a high volume of traffic as it is one of the city’s major arteries running east-west.

A targeted focus on Ninth Street is needed for enforcement of intersection related offences and speed enforcement.

2 – Second Street East

The intersections of Glengarry Blvd, McConnell Ave, Marlborough St, and Pitt St. are all on the top 20 intersections where Collisions occur. Over the past two years, Second Street East is averaging 38 collisions a year.

Officers are asked to pay attention to unsafe lane changes, motorist not complying with the traffic control signals and the speed limits.

3 – Tollgate Road and Pitt Street

This area is located in the north area of the City of Cornwall. The intersection of Tollgate Road and Pitt Street had 18 collisions in 2011. In 2012 the intersection has seen a decrease to 11 collisions. The intersection is a main route travelled by motorist attending the core of the city.

A targeted focus on intersection related offences is required at this intersection.

4 – McConnell Avenue

Three major intersections of 2nd St. E, 9th St. E and 11th St. E on McConnell Avenue appear in the top 20 collision areas within the City of Cornwall for 2012. A total of 43 collisions occurred at these intersections resulting in approximately 17% of people involved in a collision on this road sustaining injuries.

Officers on general patrol will be asked to target enforcement of these areas in hopes of reducing the collisions. Officers will continue to deploy the speed trailer as a tool in areas where speed appears to be a problem.

5- Brookdale Avenue between Ninth Street and Tollgate Road

This area of Brookdale Avenue sees a high volume of traffic. Brookdale Avenue is one of the main commercial/retail areas in the City of Cornwall. Due to the recent construction of a new shopping center at the corner of Tollgate Road and Brookdale Avenue we can expect to see more collisions in this area as motorists may have difficulty adjusting to the higher volume and new destinations. This area is a 50 km/h speed limit area and has 5 intersections that are controlled with traffic control signals.

Officers are asked to pay attention to unsafe lane changes, motorist not complying with the traffic control signals and the speed limits.

Conclusion

Uniform patrol officers will be asked to target these areas while on patrol.

We will continue to deploy the speed trailer as a tool in areas where high speeds are known to be a problem and high collision areas.
